Field-level M&E process

The process is comprised of three steps that relate to: foregrounding assessments; design and implementation; and, interpretation of and response to the findings. For ease of presentation the steps are introduced sequentially. However, it is important to emphasise in advance that the ideas and content from each step is intended to feed back into the others iteratively and not necessarily according the sequence below. The diagram below illustrates the process.

Step 1: Foregrounding

The first step and the fundamental point of departure for field-level M&E involves foregrounding. That is, furnishing M&E with an awareness of the contextual conditions and exigencies that underpin and interact with the mission as well as how they should inform assessment.7 The step serves two purposes. Firstly, given the ambiguous nature of mission mandates and paucity of guidance and doctrine for many UNPOL tasks, it is vital that M&E begins by clarifying mission objectives based on activities being conducted and realistic expectations of what can be achieved. Secondly, if the situation at the beginning of an M&E cycle (i.e. pre-deployment or preceding a particular phase of a mission) is not analysed and documented, it will be difficult to ascertain the extent to which there have been positive or negative changes in the areas UNPOL is working on.8 This step is therefore also concerned with producing baseline assessments to establish a platform from which to build arguments of change.9 Therefore, the dual purpose of this step is to construct a clear picture of what a mission is required to do as well as the circumstances into which it is deploying. In line with insights on sensitive dependence from complexity theory, the step is underpinned by the idea that if M&E is to reflect the realities on the ground, it should be cognisant of and sensitive to the specific context in which it is applied.
